Hunting (blue lancer, non-evo)

I'm hunting a blue lancer that looks like the following photo.

Only this one has a chrome fart can an a driver that wants to learn a new lesson. If you have any information about this car and where to find it or the driver and would like to share, it would be greatly appreciated.

young male driver (most likely it's his parents car)

Does he wear like aviator glasses?
I remember seein a lancer like this in Boardman, at a red light he tried to race me. Dont remember if the lancer was blue or what lol.
